Subject to views of Hong Kong Government, I see no

objection to accepting this latest Japanese proposal which seems unobjectionable from Shanghai point of view.

2. Negotiation of cargo agreement may still present difficulty. Present Japanese concessions suggest that we may be able to improve on terms offered last year.
